On July 17, the meeting of Nanjing University's Administrative Committee and the discussion session on the formulation of the 15th Five-Year Plan were held on Xianlin Campus. Tan Tieniu, Chair of NJU CPC Council and Academician of the Chinese Academy of Sciences; and Tan Zheming, President of NJU and Academician of the CAS, attended the meeting and delivered speeches. Hong Yinxing, former Party Secretary of NJU and University Distinguished Professor in Humanities and Social Sciences; and Chen Yi, former Acting President of NJU and Academician of the CAS, also participated in the meeting. The meeting was chaired by Tan Tieniu.
Tan Tieniu pointed out that the 15th Five-Year Plan period is a critical phase for comprehensively building a world-class NJU with Chinese characteristics, marking the bridge from past achievements and the foundation for future progress. A well-formulated development plan for the 15th Five-Year Period is of significant and far-reaching strategic importance. It concerns the overall framework for the university's development in the next five years, the construction of NJU as a world-class institution with Chinese characteristics, and the shared interests of all faculty, staff, and students.
Tan Tieniu emphasized the need to further raise the awareness of the importance of the formulation work for the 15th Five-Year Plan. From the political, strategic, and practical dimensions. He proposed completing the formulation work to a high standard and quality, and stressed further collaborations and swift advancement of supporting tasks, including drafting the implementation plan of the Forging Ahead Initiative version 2.0, optimizing and improving various special and departmental plans, establishing and perfecting mechanisms for monitoring, assessing, and dynamically adjusting the plan's implementation, and coordinating the integration of the plan’s implementation with the year's key tasks. This ensures long-term strategic planning, annual arrangements, and phased results.
Tan Tieniu stressed that as the work of formulating the 15th Five-Year Plan approaches its conclusion, all the proposed tasks must be fully implemented, and every expectation of faculty and students should be addressed. Efforts must be made to create achievements that can withstand historical examination, judgment by faculty and students, and the test of practice. These efforts should contribute to the high-quality development of the university's undertakings, serve the building of a nation strong in education, and advance the grand cause of modernization and national rejuvenation through a path grounded in Chinese modernization.
Tan Zhemin emphasized that the formulation of the 15th Five-Year Plan is of great importance for clarifying the future direction of the university and solving development challenges. He stressed that the plan must match national needs, integrate with the general trends of the times, and align with the university's development goals. Building on a clear summary of accomplishments and a focused understanding of challenges, the plan's formulation should prioritize goal-driven and problem-driven strategies. He required all units to deeply think about solving key problems, reflect the needs for reform and innovation, and focus on priority tasks. A rigorous and high-quality 15th Five-Year Plan must be crafted to answer the question of "Nanjing University's role in contributing to the nation's strength in education, science and technology, and talent." The university must embrace its mission and responsibility as a research university in the era of AI.
Lu Xiancai, Vice President of NJU and Member of the Standing Committee of the CPC NJU Committee, introduced the formulation process and status of the university's 15th Five-Year Plan. Members of the university's leadership team, advisors, and committee members of the Administrative Committee actively contributed ideas, offering valuable insights into the general design, structure, and content of the 15th Five-Year Plan. They pointed out deficiencies in the current draft and proposed practical improvements.

The meeting emphasized the need to thoroughly sort and study the opinions and suggestions raised, incorporate them fully, and further revise and improve the draft plan. Embracing the remaining half a month before the end of July, participants should follow a reversed schedule and proceed with determination to pool the collective wisdom and strength of the university in achieving the common goal of building a world-class NJU with Chinese characteristics. With a strong sense of responsibility, mission, and urgency, participants are encouraged to use high-quality planning to drive high-quality development, laying a firm foundation for the 15th Five-Year Plan.
