On December 30, when the "14th Five-Year Plan" is about to concludes and the "15th Five-Year Plan" is set to begin, the People's Government of Qinghai Province and Nanjing University signed a Strategic Cooperation Agreement, jointly embarking on a new journey of province-university collaboration. On the same day, the first joint meeting of universities supporting Qinghai Institute of Technology was held on Xianlin Campus. Yang Zhiwen, Vice Governor of Qinghai Province; Tan Tieniu, Chair of NJU CPC Council and Academician of the Chinese Academy of Sciences; Jiang Yong, Director and Secretary of the Party Leadership Group of Jiangsu Education Department; and Jia Xudong, Deputy Party Secretary and President of Qinghai Institute of Technology attended the meeting and delivered speeches.

Yang Zhiwen expressed heartfelt gratitude on behalf of the Qinghai Provincial Government to the Jiangsu Education Department and all supporting universities for their strong support for Qinghai's education and Qinghai Institute of Technology. He stated that the establishment of Qinghai Institute of Technology is a significant event in the history of Qinghai's educational development, marking a milestone in implementing the strategic deployment of collaboration and support between the eastern and western regions by the Central Committee. It has profound significance for optimizing the layout of higher education in the western region. The "1+4" collaborative support mechanism led by NJU for Qinghai Institute of Technology has proved to be effective and successful. He hopes this meeting serves as a new starting point, remembering President Xi Jinping's earnest instructions, leveraging resource sharing, and adhering to precise policies. The province and university will join hands to create a new landscape for targeted support cooperation, expand new spaces for collaboration, and stimulate new vitality in cooperative efforts. He pointed out that in the future, the "2+3+N" cooperation mechanism will be promoted, creating strategic support and regular consultation platforms, collaborating to cultivate leading, local, and senior talents, and leveraging other fields to innovate collaboratively, advancing Qinghai Institute of Technology to develop a distinctive educational path rooted in the snowy plateau and integrated into the national development framework, and promoting high-quality development of educational support for Qinghai in the new era.

Tan Tieniu reviewed the collaborative journey between NJU and Qinghai Province, which began with a call to mission and succeeded through pragmatic cooperation, leading to the formal signing of the province-university strategic cooperation agreement, showcasing a beautiful vision of mutual advancement and shared future creation. He stated that NJU, as a prestigious institution held in high regard by President Xi Jinping and the Central Committee, not only bears a glorious mission but also harbors deep sentiments. In the future, NJU will further elevate its political standing, deepen ideological understanding, focus on development needs, expand existing cooperation, rely on the province-university platform, broaden the scope of collaboration, strengthen mechanism guarantees, and consolidate support efforts, continuously pushing targeted support work deeper and more effectively. He emphasized that building Qinghai Institute of Technology requires not just resource input but emotional dedication, intellectual contribution, and long-term commitment. NJU will always maintain the highest political stance, deepest brotherly affection, and most practical actions, working together with Qinghai Province, Qinghai Institute of Technology, and other brother universities to construct Qinghai Institute of Technology into a distinctive and outstanding higher education institution in the western region of the country, contributing new and greater efforts to better write the Qinghai chapter of Chinese modernization and comprehensively advance the construction of a strong nation and the great rejuvenation of the nation through Chinese modernization.

Jiang Yong highly praised the significant achievements and considerable progress in Qinghai Province's educational development in recent years. He stated that effectively supporting Qinghai Institute of Technology and educational assistance for Qinghai is not only a major political task but also a heavy political responsibility. The Jiangsu Education Department will continue to conscientiously implement the Central Committee's decisions and the work requirements of the Provincial Party Committee and Provincial People's Government, striving to advance educational support for Qinghai with determination and effectiveness, aiming to contribute more to serving national strategies and promoting Qinghai's modernization construction.

Jia Xudong reported on the situation and effectiveness of the targeted support, proposing specific assistance needs for 2026. He stated that the school will further enhance its self-sustaining capacity, optimize and improve work mechanisms, deepen communication and collaboration, implement measures in detail, and focus on creating new conditions, improving new quality, and achieving new results in assistance work, repaying the care and support from the Ministry of Education, Qinghai Provincial Party Committee and Provincial People's Government, and the sincere assistance from supporting universities with actual work achievements.

Deng Cheng, Member of the Standing Committee of the Party Committee and Vice President of Hohai University; Zha Zuoming, Member of the Standing Committee of the Party Committee and Vice President of Soochow University; Zhu Damei, Member of the Standing Committee of the Party Committee and Vice President of Nanjing University of Information Science and Technology; and Wang Yubo, Assistant President of Northwestern Polytechnical University, successively spoke, introducing the achievements each university has made in support work by leveraging their strengths, answering shared challenges, and resonating at the same frequency. They focused on the actual development of Qinghai Institute of Technology, proposing a series of new ideas, measures, and paths around optimizing docking mechanisms, discipline construction, talent cultivation, technological innovation, and technology transfer and transformation, working collectively to write a new chapter of collaboration between Jiangsu and Qinghai universities.
